Veteran CEO unexpectedly passes away

Senior Code Enforcement Officer Cathy Hill of the West Sacramento Police Department unexpectedly passed away on August 4, 2007.

CEO Hill was hired by the West Sacramento Police Department in 1990 as a community service officer. In this assignment CEO Hill took crime reports, assisted with special events and conducted traffic enforcement. She later was assigned to the department’s school programs, teaching children valuable life lessons.

CEO Hill next moved on to coordinating the department’s crime prevention and Neighborhood Watch programs. She successfully established more than100 Neighborhood Watch groups and several Business Watch programs.

In 1998, CEO Hill was appointed as a code enforcement officer. In 2000, she was promoted to senior code enforcement officer.

During CEO Hill’s 17 years of service, her accomplishments included serving as chairwoman of the Conference Committee for the 24th Annual California Crime Prevention Officers Association (CCPOA) Conference; participating in code enforcement conferences; and organizing events such as Neighborhood Watch meetings, National Night Out, Family Safety Day and receiving the Employee of Year Award in 1992.

CEO Hill also completed many goals in her code enforcement profession including completing the Code Enforcement Academy at the American River College Public Safety Center; CACE certification; CACE Beat Health certification and Crime Prevention through Environmental Design (CEPTED) certification.

When not performing her duties as a senior code enforcement officer, CEO Hill spent time traveling with her husband, Peter, a correctional officer at Folsom State Prison; caring for her sister Angelina; and volunteering at the Sacramento Society for the Prevention of Cruelty to Animals. She was scheduled to attend this year’s CACEO conference as she always enjoyed learning from and interacting with other code enforcement professionals.

CEO Hill always helped her co-workers in their times of need, and had a way of picking everyone up with her compassion and kind heart. She was generous, caring and had a contagious laugh. Cathy touched many people and will be dearly missed.
Cathy was honored during her funeral by the West Sacramento Police Department, which provided a motor patrol escort. Uniformed and civilian personnel attended with the traditional black band worn across the officers’ badges. An “end of watch” transmission was made by the Yolo County Communications Center.
